樂齡學習中心資源整合與協調合作之研究

中文摘要 本研究目的是以資源整合及協調合作等觀點,探討樂齡中心經營者在人力資源、物力資源、財力資源、知識及技術資源等之運用分配,並且探究與其他單位協調合作與資源整合的方式。以質性研究的方法針對六間樂齡學習中心經營者進行半結構式訪談。研究結果顯示:(1)樂齡中心在人力運用策略方面,經營者具備高齡教育的理念並認同其價值,並運用志工協助中心的經營;(2)樂齡中心在物力運用策略方面,經營者先盤點內部可用資源,不足者則向外界尋求合作資源;(3)樂齡中心在財力運用策略方面,經營者透過申請計畫、募款或跟企業等方式尋求資助;(4)樂齡中心在知識與技術運用策略方面,經營者協同中心成員參與教育部、縣市政府及樂齡輔導團的培訓,進而提升專業能力;內部也多安排主題課程或讀書會以凝聚向心力並提升團隊共識與執行效果;(5)樂齡中心與其他單位協調合作與資源整合方面,經營者先與其他單位承辦人建立共識、透過深化過後的課程、協調水平的合作方式、強化樂齡者服務貢獻等方式,與其他單位進行資源合作。

A Study on Active Aging Leaning Center Resource Integration and Coordination

English Abstract This study focuses on resource integration and coordination as it explores the use and distribution of human, material, financial, knowledge, and technical resources at Active Aging Learning Centers. It also looks at methods for coordinating and integrating resources with those of other agencies. A qualitative approach was used and information was gathered via semi-structured interviews with operators of six Active Aging Learning Centers. The research results show: 1) With respect to strategies used to employ human resources, operators recognize the value and make use of concepts from senior education and use volunteers to assist with the centers’ operations; 2) With respect to strategies for employing material resources, operators first conduct an inventory of internal supplies and, if there are any deficiencies, they will look to coordinate with outside sources to obtain resources; 3) With respect to financial strategies, operators seek financial support by applying for project grants, fundraising ,or by looking to the industry; 4) With respect to employing knowledge and technical resources, operators collaborate with their members who take part in training provided by their Ministry of Education, county or city governments, or senior counseling groups to raise their professional capabilities. Internally, many courses are offered on special topics, and reading groups are conducted to help maintain cohesion, enhance common understanding, and raise effectiveness; 5) With respect to the coordination and integration of resources with other agencies, operators establish understanding with organizers from other agencies and adopt the in-depth curriculum and horizontal cooperation approaches. They also work to strengthen the service contributions of seniors as they conduct resource coordination with other agencies.Keywords:Active Aging Leaning Center, resource integration, coordination
